Planning projects by their nature, involve outcomes to policy and planning to allow the best outcome to be realized over time. This is often difficult through friction and attrition of time and changes that can leave the plan an orphan, or worse, just ignored. Plans need to be updated to measured to insure the continuity of goals and achievement, and care taken to see them through.
